The People´s Deputy V.Bondyk, the author of the Bill (Reg. No. 1174) recommends "that The Verkhovna Rada of Ukraine prohibits any influence exerted on judges concerning their occupational activity, declares that independence of judges is an integral part of their status, and recommends that the President of Ukraine withdraws his appeal concerning dismissal of judges who delivered judgments in political cases".
However, the Committee members underscored that "the contents of the Bill does not only contradict basic constitutional principles, but also is legislatively insignificant, as the similar issues have been already regulated by effective legislation".
Therefore, the Committee recommends that the Chairman of The Verkhovna Rada of Ukraine returns the Draft Resolution to the subject of legislative initiative without its discussion at the plenary meeting, since it fails to comply with the constitutional regulations.
